Between 1979 and 2015 Julien Biere worked in Algeria, Armenia, Azerbaijan, Belarus, Burkina Faso, Burundi, Cape Verde, Egypt, Ethiopia, Gabon, Ghana, Ivory Coast, Jamaica, Kazakhstan, Kenya, Macedonia, Malawi, Mali, Morocco, Pakistan, Poland, Rwanda, Somalia, Tanzania, Tunisia, Turkey, Uganda, Ukraine and Zimbabwe. He worked as consultant to regional bodies in East Africa and Central Africa, Eastern and Central Europe, North Africa and Mediterranean for GIZ (GTZ), KfW, BMZ, PTB, UN, EU, World Bank and others.
